not think cadets should be appointed to the

Police Force "unless they are prepared to devote

their careers to police work, and not to look

in the ordinary course of events for promotion

outside the Police Force." It is probable

establishing a combined Police Staff for the

Straits Settlements, the Federated Malay States

and Hong Kong, to be recruited by competitive

lustrating the diversity of opinion that exists
